Our Mission

Vision

A vibrant rural economy providing employment opportunities and wealth creation for low-income rural persons and residents of low-income and financially distressed rural communities.

Mission

To improve the economic and social vitality of low-income and financially distressed rural communities through the creative application of the New Markets Tax Credit program to rural businesses.

Strategies

RDP will use its allocation of New Markets Tax Credits to:

  • Provide incentives for investment in rural businesses located in low-income and financially distressed rural communities.
  • Reduce interest rates and/or provide other preferential terms for credit provided to rural businesses located in low-income and financial distressed rural communities.

Focus

The focus of RDP is on operating businesses that create significant, high quality jobs that are accessible to Low-Income Persons (LIP) or residents of Low-Income Communities in rural, highly distressed areas.  Preference will be given to manufacturing, distribution and processing businesses as well as businesses that serve rural food deserts with fresh and healthy foods.

Guiding Principles

  • Create jobs for low-income persons and/or residents of low-income and financially distressed rural communities.
  • Increase wages and incomes of low-income persons and/or residents of low-income and financially distressed rural communities.
  • Finance or otherwise assist businesses owned by:
    • low-income persons
    • residents of low-income and financially distressed rural communities
    • minorities
    • women
  • Facilitate wealth creation and/or asset accumulation for low-income persons and/or residents of low-income and financially distressed rural communities.
  • Provide new or larger market outlets for agribusinesses and farmers located in low-income and financially distressed communities.
  • Provide investment opportunities in rural business projects in low-income and financially distressed communities that could not have been accomplished otherwise, or with the same scope or impact.
  • Maximize the amount of economic activity and social benefit in low-income and financially distressed local communities per dollar of tax credit applied.

Tactics

  • Aggressively seek out and pursue qualified and economically sound rural business ventures.
  • Identify and build relationships with individuals, organizations, government agencies and companies to assist with the identification of and participation in qualified rural business ventures.
